1. IDF Northern and Central Commanders Resign
By Yechiel Spira and Ezra HaLevi

Two top IDF generals are resigning. Northern District Commander Udi Adam handed in his resignation Wednesday and Central District Commander Yair Naveh sent his Monday.

Maj.-Gen. Adam told friends that “my conscience is clear,” regarding the war in Lebanon. His decision, they say, is prompted by strained relations with the military’s senior command, including Chief of Staff Lt.-Gen. Dan Halutz.

During the war, Halutz announced that he had total confidence in Adam and his professional abilities, but nevertheless, decided to appoint Deputy Chief of Staff Moshe Kaplinsky to ‘oversee’ operations in the Northern Command - specifically IDF troops operating in Lebanon.

Strained relations were reported on day one of the war, July 12th, when Adam refused Halutz’s directive to remove Galilee Forces Chief Brigadier-General Gal Hirsch, threatening to quit if Hirsch was dismissed from his post. The situation between the two only deteriorated since.

At the time, all analysts were in agreement that the move, while not unprecedented, was a ‘slap in the face’ to the senior commander, who has been in the IDF some 30 years. Adam told reporters during the war that while he “has a lot to say, much to get off his chest,” circumstances did not permit that he comment on the events.

Adam recently told associates that he welcomes any inquiry into the war, confident that “the truth will come out,” adding the public will learn what really occurred. Adam seems to welcome an inquiry, stating the deficiencies will be seen by all and the true events will be known.

Some speculate that Adam was being set up by the Chief of Staff and Defense Minister Amir Peretz to take the blame for the confusing orders and equivocation at the war's beginning.

Adam Praised, Others Called on to Follow Suit
Likud Knesset Member Yuval Shteinitz, former head of the Knesset Foreign Affairs and Defense Committee, praised Udi Adam for stepping down as head of the Northern Command and called on other IDF officers to follow his example.

Minister Binyamin Ben-Eliezer (Labor), a former IDF brigadier-general and Defense Minister himself, applauded Adam's actions and called on IDF Chief of Staff Lt.-Gen. Dan Halutz to “come forward and speak, and to accept responsibility.”

Defense Minister Amir Peretz referred to Adam's resignation, saying that "such an announcement by a general cannot be ignored" and that leaders need to examine the decision.

MK Ami Ayalon (Labor) praised Adam's "responsible decision" and called on Peretz himself to follow. "Brigadier General Adam is not the only one responsible for the events of the war in Lebanon. There are those in the political echelon who are responsible, and I think Peretz needs to own up to this responsibility and resign," Ayalon said.

Yair Naveh to Resign
Adam's resignation comes just two days after a letter was delivered to the Chief of Staff regarding the resignation of Cental District Commander Yair Naveh. Rumors have circulated as to the reason’s for Naveh’s resignation, but until now no official explanation has been offered.

During his career as IDF commander of the central region, Naveh oversaw the destruction of four communities in Samaria, as part of Ariel Sharon’s Disengagement Plan.

Naveh, an outwardly religious kippa-wearing Jew, also commanded troops at the hilltop community of Amona, during which hundreds of protestors, including minors, were hospitalized. In addition, the administrative detention orders handed out in Judea and Samaria, jailing Jewish activists without trial, have all been issued by Naveh.

Analysts predict that following his retirement at the year's end, Naveh will have something to say regarding the war in Lebanon, disappointed that the General Staff reportedly failed to consult with him during the war.

2. PM Olmert Being Investigated For Yet Another Real Estate Scam
By Ezra HaLevi

Channel 10 reported that PM Ehud Olmert is linked to yet another suspicious real estate deal, this time pertaining to the home located at 54 Shilo Street, in Jerusalem’s Nachlaot neighborhood.

According to the report, a home registered in his wife Aliza’s name was sold in 1996 to American business tycoon Uri Harkham of Los Angeles, for the amount of $650,000. – 30% more than it was sold for its two concurrent sales.

The report states that Harkham is a known Olmert supporter, and in the past, contributed $25,000 to the former Jerusalem mayor’s campaign list. Olmert was represented by Attorney Uri Messer, a power-broker who has accompanied Olmert through his unlikely rise to power.

Olmert allegedly provided services worth millions of dollars to many of Messer’s other clients – effectively creating a price at which Olmert’s influence could be purchased.

Olmert’s office said that Olmert indeed paid a fee to Messer for the sale of the Nachlaot home, but refused to say how large it was.

Similar to the other ongoing investigations against Olmert for alleged bribery, it is alleged that the home was sold to a supporter under the guise of a legitimate real estate deal when in essence, the buyer overpaid, giving a bribe to Olmert.

Harkham sold the property on Sept 20, 2000 for $400,000, incurring a significant loss. Real estate experts report that although property values did indeed go down during the time period Harkham owned the home, he paid an inflated amount.

One investigation against Olmert, regarding a property in the Katamon area of the capital, was closed. In another case, wealthy American Jew S. Daniel Abraham paid an inflated sum for one of Olmert’s properties. A third investigation into yet another property is still ongoing.

Officials in the Prime Minister’s Office confirmed that the dates and amounts reported in the case are indeed accurate.

3. 2007 Budget Passed, Vote 19 - 4, Peretz is Lone Abstention
By Hana Levi Julian

A last minute compromise between coalition partners gave the government a comfortable majority for the proposed 2007 budget Tuesday night.

Nineteen Ministers voted in favor of the budget and four Shas party MKs voted against it. Labor party chairman Defense Minister Amir Peretz abstained.

Peretz threatened earlier in the evening that his party would break up the government if Kadima did not meet the commitment it made during coalition talks to raise the minimum wage.

The government agreed to compromise on its original budget proposal, increasing the wage by slightly smaller amounts than originally promised. The minimum wage as set under the proposal will be raised by 15 shekels per hour in April. The next increase will not come until January 2008, six months later than originally pledged.

Extra funds were allocated for use in rebuilding war-torn communities in the north in the aftermath of the recent war with Hizbullah terrorists in Lebanon.

The most critical stage for the budget and the government will be the vote in the Knesset, which is to deal with the issue next month. Shas ministers said they expect the government to satisfy their demands by the time the Knesset votes on the budget.

4. Cabinet Ministers Freeze 2007 Salaries
By Hana Levi Julian

A media report charging government heads with hiking their salaries in 2007 while freezing the minimum wage and slashing welfare payments has prompted a change of heart in the Olmert administration.

Monday’s report on the Globes business website accused cabinet ministers, Knesset members and top civil workers of giving themselves generous raises in the 2007 budget worth hundreds of thousands of shekels.

At the same time, ministries across the board have been asked to carry out painful budget cuts which affect the quality of life for Israelis who live at and below the poverty line.

The report sparked a quick response by Prime Minister Ehud Olmert who announced on Tuesday that Kadima party ministers would freeze their 2007 salaries and asked Knesset members to join them. Globes reported that the remaining cabinet members have also agreed to freeze their wages next year.

Labor Knesset member Avishai Braverman was one of the first to sign up, saying “The automatic salary hikes for senior officials should be abolished.” Braverman added that salary hikes for senior officials were immoral when needy families were suffering cuts to their monthly payments.

Several other Knesset members have agreed to the wage freeze as well. If the Knesset as a whole adopts the measure, top civil servants will also be faced with a wage freeze because their salaries are linked to those of the Knesset members.

5. MK Orlev Calls For Emergency Unity Government, Clarifies
By Ezra HaLevi

MK Zevulun Orlev, who heads the National Religious Party, called for the formation of a national reconstruction government Wednesday night.

Orlev made the statement at a meeting of the Emuna organization, which took place in Jerusalem.

“Due to the blunders – failures in security, political and civic matters - that were exposed during this war, and in light of the embarrassing situation of the country in the fields of Jewish identity, education, welfare and social cohesiveness – a national emergency government must be established to rehabilitate and strengthen the state and unify the nation against the harsh threats it is facing,” Orlev said.

In response, fellow MK in the joint National Union-National Religious Party faction Uri Ariel said that the Olmert government must be brought down, not rescued. “An anti-social government that harms Aliyah (Jewish immigration to Israel) and evades investigation of the war must be toppled and not rescued,” Ariel said.

Orlev told Arutz-7 that he was sorry that MK Ariel did not confer with him prior to his statements. The NRP chairman said that he agrees that the government must be brought down due to its failures. “In its place, a national emergency rehabilitation government should be established by all the Jewish parties,” he clarified, calling on Ariel to repudiate his previous statements.

The National Union and National Religious parties joined forces prior to the previous election. Part of the unity agreement was a clause stipulating conditions whereby the NRP would be able to split and join the ruling government. The conditions require deliberations of a committee set up by the two factions.

6. Report Exposes Deception of Hamas-PLO Unity Gov´t
By Ezra HaLevi

A special report published Wednesday reveals the terms of the Fatah-Hamas deal, which the terror groups hope will renew international funding to the Palestinian Authority.

“The motivation to form this government was to create a framework for the resumption of Western funding,” writes report co-author Itamar Marcus, who directs Palestinian Media Watch. “But the new government does not meet the minimal conditions that the funding countries have demanded: Hamas' recognition of Israel and the cessation of terror.”

PLO chairman Mahmoud Abbas, who succeeded Yassir Arafat in holding the title of “President of the Palestinian Authority,” and Hamas official Ismail Haniyah, who took the position of prime minister following Hamas’s trouncing of Abbas’s Fatah Party in the PA elections, issued a joint statement Monday that an agreement had been reached between the two movements.

The agreement, which was announced in a Fatah-run newspaper, was hailed as a “unity agreement” – and was reported as such by Western news agencies. The PMW report points out that the driving motivation for the unity agreement is to renew international funding.

“Renewed funding is seen not as a secondary benefit of the unity government, but as the driving force behind the agreement,” Marcus, writing with Barbara Crook, said. “Fatah seems to be hoping that Hamas statements that they do not recognize Israel and reserve the right to use terror will be ignored by the West.”

Fatah is claiming that since past PA governments, including the new coalition, are “the result of the PLO” and therefore bound by agreements made by Yassir Arafat’s group in the past.

"Yesterday, President Mahmoud Abbas and Prime Minister Ismail Haniyeh reached an agreement to form a national unity government, which raises hope among the citizens for the ending of the international isolation and resumption of aid,” read Tuesday’s front page of Al-Hayat Al-Jadida.

“Haniyeh said that the guidelines of any future political program will not hurt the legitimacy of the resistance [PA term for terror] while the Hamas movement said that it would not recognize Israel and that it had the right to continue the armed struggle against the Jewish state. This issue raises doubts whether the national unity government will fulfill the demands of the West for lifting the ban on aid to Palestinians… Hamas spokesman, Sami Abu Zuhari, told the French news agency, ‘There will be no recognition of the state of Israel by the movement. We want a Palestinian unity government based on Palestinian criteria and not foreign criteria.’”

The Fatah-run Al-Quds newspaper the same day quoted Fatah Spokesman Mahir Miqdad, saying he “emphasized that the source of the authority for the Palestinian undertaking is the Palestine Liberation Organization ... and that the government or any Palestinian parliament are the result of the PLO and from the agreements that it [PLO] had made."

The Phased Plan
Interestingly enough, the PLO retains a policy that seeks to the same end goal as Hamas, but through different means.

Following the 1973 Yom Kippur War, the PLO decided to adopt a three-stage strategy for Israel's destruction, outlined in the group’s 1974 Political Program, commonly known as the "Phased Plan." The plan was adopted at the 12th Session of the Palestinian National Council, held in Cairo on June 9, 1974, and state, inter alia:

* Through "armed struggle" (i.e., terrorism) an "independent combatant national authority" would be established over any territory that is "liberated" from Israeli rule. (Article 2)

* To continue the struggle against Israel, using the territory of the national authority as a base of operations. (Article 4)

* To provoke an all-out war in which Israel's Arab neighbors “liberate all Palestinian territory” – meaning the destruction of the State of Israel. (Article 8)

Even following the Oslo Accords, PLO Chairman Arafat, insisted that the plan remained unrevised. Speaking on September 1, 1993, just after the announcement of the Oslo Accords between Israel and the PLO, Arafat announced on Radio Monte Carlo that the accords “will be a basis for an independent Palestinian state in accordance with the Palestine National Council resolution issued in 1974...The PNC resolution issued in 1974 calls for the establishment of a national authority on any part of Palestinian soil from which Israel withdraws or which is liberated.”

Other quotes from Arafat and PLO officials regarding the Phased Plan include:

[The plan foresees] "At first a small state, and with the help of Allah, it will be made large, and expand to the east, west, north and south. I am interested in the liberation of Palestine, step by step."
Abu Iyad (Salah Khalaf), interviewed in Al Anba [Kuwait] Dec. 18, 1988

"Since the decision of the Palestinian National Council at its 12th meeting in 1974, the PLO has adopted the political solution of establishing a National Authority over any territory from which the occupation withdraws."
Yasser Arafat, quoted in Al Ayyam, January 1, 1998

"The Oslo accord was a prelude to the Palestinian Authority, and the Palestinian Authority will be a prelude to the Palestinian state which, in its turn, will be a prelude to the liberation of the entire Palestinian land."
Abdul Asis Shaheen, PNA Minister of Supply, Al-Hayat Al-Jadida, January 4, 1998

7. 9/11: Conspiracy and Celebration in the Arab World
By Nissan Ratzlav-Katz

The Middle East Media Research Institute (MEMRI) has produced a video documentary of Arab and Iranian views of the devastating Al-Qaeda terror attacks in New York and Washington five years ago.

Narrated by well-known American actor Ron Silver and created by Interface Media Group, the video brings together for the first time televised and printed reactions from the Middle East immediately after the attacks, as well as over the course of the intervening years. All of the televised Arabic and Farsi material is subtitled in English, while quotations from the Arabic and Iranian press are cited and translated.

The material presented in the documentary by MEMRI is divided into several sections, covering the initial celebratory reactions expressed in print and in the Arab streets in September 2001, through subsequent elaborate conspiracy theories laying blame for the attacks on the Jews or on the American government.

Specific segments address Muslim media reactions in Egypt, in Saudi Arabia, in the West and in Iran, while others deal with statements of Arab government officials and of Islamic religious leaders, as well as critical analyses by reformers in the Arab world.

In addition to the online video, MEMRI has also produced a downloadable print version of its documentary of Arab and Iranian reactions to 9/11, available at http://www.memrifilms.org. The PDF book contains a compilation of articles and editorials from the mainstream Arabic and Farsi press, as well as transcripts from Middle Eastern television programs.

Among the most striking aspects of the MEMRI documentary are the video and print statements by Arab government officials - including Egyptian President Hosni Mubarak ("I find it hard to believe...."), Saudi princes ("It is impossible...."), Egyptian ("American agents did it.") and Lebanese legislators ("Osama Bin Laden is... popping up when needed.") - promoting theories that Arabs or Muslims were not at all involved in the September 11 attacks.

A related theme appearing in various forms in nearly all of the video's various segments is the claim that Jews or Americans were directly or indirectly involved in the cataclysmic attacks on New York.

In one recent example from July 10, 2006, Egyptian cleric Abd Al-Sabour declares: "The 9/11 story is, in fact, a Zionist conspiracy intended to transform the American position and to incite the American people against the Muslims."

MEMRI shows that the Arabic and Farsi media have been promoting such conspiracy theories for five years, including repeating the claim that (in the formulation of Egyptian historian Zaynab Abd Al-Aziz on Saudi Arabia's Iqra TV, May 26, 2005) "4,000Jews caught influenza on that exact day."

In contrast, MEMRI reports, minority Arab reformist voices including condemnations of Arab conspiracy theories, "have grown since 9/11 and are regularly seen on Arab TV and in the print media."

In one example from the MEMRI documentary, former Kuwaiti minister Ahmad Al-Ruba'i said (September 11, 2004):
I feel it requires a special effort to persuade them [students] to abandon this nightmare that has overcome the Arab mind. First, to fly a civilian airplane and crash into a building is not a great deed. A great deed is to manufacture an airplane and to build a trade center, as they are doing now in New York. The Arabs must replace the mentality that glorifies destruction with a mentality that glorifies construction. I'll say that the Arab mind is great when it builds a Boeing airplane, not when it blows it up, or when it builds a skyscraper. The truth is that the Arab mind is blinded by conspiracy theories.

Finally, in a fresh example of Middle Eastern reaction to 9/11, taken from one day before the 2006 anniversary of the attacks and not included in the documentary, MEMRI reported the accusations of Muhammad Al-Asi, affiliated with the Institute of Contemporary Islamic Thought on Iran's Channel 2 television. Reiterating themes that appear repeatedly in the material presented in MEMRI's groundbreaking documentary, Al-Asi claims, "The events of 9/11 were planned by the American administration, to be used as a pretext and justification to fight terrorism."

8. Two Hassidic Birthdays
By Hillel Fendel

Monday, the 18th day of Elul, marked the birthday of two of the greatest Hassidic thinkers and leaders: The Baal Shem Tov and the Baal HaTanya.

The day was marked particularly by Chabad-Lubavitcher Hassidim with Hassidic gatherings, featuring short Torah discourses and singing. In the past, the day was marked in private by Hassidic leaders, but the second-to-last Lubavitcher Rebbe, Rabbi Yosef Yitzchak Schneersohn, turned it into a more public anniversary.

Rabbi Yisrael Baal Shem Tov, the founder of Hassidism in the world, was born on the 18th of Elul in 5458 (1698). After many years as a member of the society of "hidden tzaddikim" (righteous men), living under the guise of an ignorant clay-digger, he was instructed by his masters to reveal himself and begin to publicly disseminate his teachings. This he did on his 36th birthday, the 18th of Elul 5494 (1734).

Known as the Besht, he mainly emphasized the three loves in Judaism - Love of G-d, Lover of Torah and Love of Israel - and taught that everything should be done with love and happiness.

Listen here to IsraelNationalRadio's Temple Talk show in honor of the anniversary - a special teaching about the righteous, humility, and learning to serve G-d with joy.

The teachings of the Besht spread throughout the Jewish centers in Russia, Poland and elsewhere - despite the objections of a strong traditionalist Jewish camp that opposed what they saw as antics that distracted from traditional Torah study.

Hassidut teaches that the principle aspect of serving G-d and fulfillment of the Torah's commandments is by sincerity of intention and heart-felt devotion. The Besht emphasized the importance and exalted level of the "simple people's" worship of Hashem. He saw the good in each Jew, admired and loved each individual, and emphasized the importance of prayer.

Probably the most important disciple, the Maggid Rabbi Dov of Mezritch, had an important disciple himself - Rabbi Shneuer Zalman of Ladi. He, too, was born on the 18th of Elul, in the year 5505 (1745). The leader of the Hassidim in Russia, he composed the famous work Tanya - the seminal work of Chabad Hassidut, studied by Jews all over the world.

Known as the Baal HaTanya, his release from prison on the 19th day of Kislev in 1798 has become an annual Chabad holiday. His son set up a center in the Byelorussian town of Lubavitch; decades later, Rabbi Yosef Yitzchak Schneerson (1880-1950), sixth in the Schneur Zalman dynasty, was expelled from Russia in 1927 and led the Lubavitchers to their present-day headquarters in Brooklyn.

Rabbi Yosef's son-in-law, Rabbi Menahem Mendel Schneerson, known throughout the world for his piety, knowledge, leadership, total self-dedication and counsel, was the seventh Rebbe; the position has remained vacant since his death in 1994.

9. Noam Shalit Appeals to Arab Media, Quotes Islamic Captivity Law
By Hana Levi Julian

The father of IDF captive Corporal Gilad Shalit has appealed to his kidnappers to treat him well and to inform his family about his condition, citing Islamic law as the source which set the mandate.

Noam Shalit called a news conference on Tuesday in eastern Jerusalem in an effort to persuade his son’s kidnappers and Palestinian Authority leaders to let him go. The majority of those invited were journalists from Arab media in the Palestinian Authority and top Arabic-language news networks throughout the Islamic world.

Shalit told the reporters that he had researched Islamic law on the treatment of captives after his son’s kidnapping by Hamas terrorists on June 25th. “What I read reassured me,” he said, adding that according to Islam, one must treat captives “in a good and equal way.”

This week’s news of an agreement by Palestinian Authority President Mahmoud Abbas and PA Prime Minister Ismail Haniyeh to form a new coalition gave Shalit new hope that his son might soon be freed, he said. “An end to the abduction affair can ultimately help the new Palestinian government that rises as well.”

The announcement of the agreement by the heads of the two warring Fatah and Hamas factions also presented a new opportunity for PA residents as well as his son, he noted. “I suppose that the Palestinians will not want to begin a new path with a kidnapped Israeli soldier. To my thinking, that doesn’t go together.”

The lack of information about Gilad’s well-being, however, was a point he was determined to emphasize. “Treating a captive well also includes giving information to the family about his condition after 80 days of captivity,” he said.

Shalit also told the Arab media that returning his son would benefit Gaza residents in a number of ways, saying his son’s release “could also lead to the removal of the blockade and the military activity in the Gaza Strip.” He also pointed out that such a move would “allow hundreds of thousands of Palestinians to celebrate the month of Ramadan in peace and quiet without the military pressure and the activities that Israel has adopted.”

Gazans have not been the only ones to suffer as a result of the military activity which has continued since Shalit’s capture, however. Earlier in the day, an IDF soldier was killed during a heavy exchange of gunfire with Palestinian Authority terrorists, leaving behind ten children, two brothers and four sisters.

The soldier, a Bedouin tracker from an unrecognized Negev village, was shot in the head and critically wounded by PA forces operating from within a building near the former Kissufim Crossing in central Gaza. He was evacuated to a hospital, where he died of his wounds.

10. New Beverage, Ancient Source: Pomegranate Wine
By Hana Levi Julian

A third-generation Galilee farming family has created a ruby liquid as precious as the jewels who share its color: pomegranate wine.

Gaby and Avi Nachmias began experimenting with the ancient crimson fruit 10 years ago, trying to engineer a pomegranate that would be deeper in color, sweeter in taste and richer in vitamins and antioxidants than the average fruit.

The father and son produced their first batch of dessert wine in 2003 and the 2,000-bottle limited run was so well received they built a commercial production line the following year which added a dry wine to the collection.

Moshav Kerem Ben Zimra is now the home of the Rimon Winery, where a pomegranate orchard produces the “super fruit” engineered by the Nachmias family for its crimson beverages. The moshav is less than a missile’s flight from Israel’s border with Lebanon, but despite several near misses, the Katyusha attacks launched by Hizbullah terrorists in the recent Lebanon war left the fruit untouched.

The Rimon Winery’s initial offering has blossomed into new offerings that include a dry wine, port (19% alcohol) and a rose wine in addition to its dessert wine. The company also produces cosmetics and vinegar made from the pomegranates.

Rimon Winery’s director of international marketing, Leo Open, told Israel21c progress in the international market is complicated. “Earlier this year, we started exporting to the Far East,” he said. “Getting a product known is a slow process, and there is plenty of bureaucracy and a long supply chain of importers and distributors to contend with.”

Pomegranates are high in powerful antioxidants – containing three times more polyphenols than red grapes -- that fight medical conditions such as certain types of cancer, various inflammations and cardiovascular diseases. The pomegranate is also high in vitamins A, B and C, as well as calcium and iron and is the only fruit known to contain estrogen.

Prices in Israel are similar to those of high quality grape wines, according to Open, who added the wines are expected to hit the U.S. markets by the end of this year. Prices in the U.S. will be somewhat higher, he said, due to distribution costs, but this should not affect the wine’s success as a niche product since it is a one-of-a-kind item.
