1. Continued Restraint Despite Renewed Rocket Attacks

Prime Minister Ehud Olmert refuses to allow the IDF to respond to renewed Kassam rocket attacks fired from northern Gaza at western Negev communities.

Four rockets were launched by Palestinian Authority terrorists at Israel by noontime on Thursday. One landed outside of the western Negev city of Sderot. A third fell in Israel, in an open area in the western Negev. No one was hurt and no damage was reported.

A pregnant woman in the Palestinian Authority was lightly injured and had a miscarriage when one of the two rockets that didn’t reach Israel hit her northern Gaza home instead. Two children were also lightly wounded in the misdirected attack. It is unclear where in Gaza the second rocket landed.

A total of seven attacks were launched Wednesday. One exploded in an area just south of the city of Ashkelon. Another barely missed a gathering of hundreds of children in Sderot, sending one person into shock but causing no other injuries or damage. A third hit a kibbutz and two others landed near the Sufa crossing. The rest fell in open areas in the western Negev.

Kadima Knesset member David Tal demanded to know how long the Prime Minister would allow the attacks to continue before taking action.

“How long with you overlook it? Will it take 40 more Kassams, or a rocket landing on a school for us to react?” asked Tal. “Residents of the area live in constant fear, and they must be provided the same peace and quiet as the rest of the residents in the country,” he said.

Deputy Prime Minister Eli Yishai concurred, saying that Israel should not “sanctify” its restraint policy, and should allow the IDF to respond to specific attacks.

2. Secret Talks Between Israel and Saudi Arabia

Israel and Saudi Arabia, which have no official diplomatic relations, have been holding high-level secret talks on the issue of terrorism in the region.

A senior U.S. official quoted by the Reuters news agency said on Wednesday the two nations have been holding high-level secret talks despite the oil kingdom’s refusal to recognize the Jewish State.

Despite denials by both countries, U.S. Ambassador to Israel Richard Jones said he felt it was important to publicize the contacts. “I don’t have any particular details on it, but the very fact that … first of all they would be able to communicate and that they would be willing to communicate with one another I think shows a very serious approach,” he said.

Jones commented that such contacts would be a logical response to the chaos that is engulfing the region. He said cautiously that perhaps Israel is taking a second look at a long-rejected Saudi peace plan proposed in 2002.

“I think they (the Israelis) recognize that Saudi Arabia’s policies have evolved in recent years and that Saudi Arabia is now more interested, and more on the side of peace,” he said. “The Israelis are warming to that.”

Defense Minister Amir Peretz said Sunday that the plan, which calls from Israel to surrender all of the land restored in the 1967 Six-Day War, could be the basis for an agreement with the Palestinian Authority (PA). Prime Minister Ehud Olmert made a similar statement last month.

In return, the Saudi plan offers recognition of the State of Israel by Arab countries.

Kadima Cabinet Minister Meir Sheetrit said in October that he too is in favor of holding discussions on the plan.

Olmert, Peretz and Sheetrit were all clear that Israel will not surrender heavily populated areas, such as the Jerusalem suburbs of Neve Ya’akov and Ma’aleh Adumim.

The U.S. Ambassador was not specific about the content of the meeting held in September between the two leaders. “There is definitely something going on there,” he said, “but beyond the one contact that was in the press I am not privy to [it].”

According to various media reports, the contacts between the two Middle Eastern nations began soon after Israel’s second Lebanon War this summer.

The Prime Minister praised Saudi initiatives focused on a regional peace plan and Iran’s nuclear development program, saying he admired King Abdullah “wisdom and sense of responsibility.” He added praise for Saudi efforts in the region, “both those made publicly and others as well,” in a September interview with the daily Yediot Aharonot.

When questioned more specifically on whether Olmert had met with senior Saudi officials, however, he answered cryptically, “I don’t have to answer every question.”

The Saudis immediately denied meeting with Israeli officials. The state-owned Saudi Press Agency (SPA) quoted a Foreign Ministry statement which said, “The news story circulated by Israeli and Qatari media recently over contacts between Saudi and Israeli officials is utterly false.”

The Qatari-based region-wide Al-Jazeera television news network also reported that Israel and Saudi officials had met.

Saudi Arabia and U.S. defense officials met recently for the most comprehensive talks in years. The discussion centered on the growing threat from Iran's rapidly developing offensive power, according to the Mideast Newsline. The strategists concluded that the U.S. will maintain a long-term presence in the Gulf and will cooperate with the six-member Gulf Cooperation Council.

Concerns about the increasing threat from the international al-Qaeda terrorist organization, which has renewed its threats to strike the U.S. were also discussed during a visit in November by a senior Saudi official with Vice President Richard Cheney.

This week Saudi officials launched a campaign geared to teach children the dangers of terrorism. The education department in the country's Makkah region is trying to combat the culture of terrorism that tries to engage young children in terrorist activities. Officials said the program is part of the country's overall campaign to keep out terrorism. "We are in a terrible need for such a campaign to safeguard our children from following the road of fanatics," said an official from King Abdul Aziz University.

4. Growing Calls to End Policy of Restraint Against Rocket Attacks

Prime Minister Ehud Olmert is being faced with growing calls from Cabinet ministers to allow the IDF to respond to renewed rocket fire from northern Gaza aimed at the western Negev.

Deputy Prime Minister and Industry, Trade and Labor Minister Eli Yishai joined others in calling on Olmert to authorize a response to the rocket attacks launched by Palestinian Authority terrorists, saying that Israel should not “sanctify” its restraint policy and should allow the IDF to respond to specific attacks.
At least three rockets were fired at Israel on Thursday. One landed outside of the western Negev city of Sderot. Another exploded near a kibbutz in the western Negev. No one was hurt and no damage was reported.

One Gaza family was not as fortunate. A misfired Kassam scored a direct hit on a house in Beit Hanoun in northern Gaza, wounding three sleeping children and their uncle after tearing through the living room and exploding in their bedroom. A 2-year-old boy suffered two broken legs, while his uncle and his 3-year-old brother and 4-year-old sister suffered shrapnel wounds. A pregnant woman was also lightly injured, suffering a miscarriage as a result. It is unclear where in Gaza the second rocket landed.

Ten rockets have been fired at Israel since Wednesday morning, and Israeli legislators are losing patience with the so-called ceasefire which began almost a month ago. More than 50 Kassam rockets have been used to attack Israel since the “truce” with Palestinian Authority terrorists in Gaza went into effect.
The prime minister warned during a news conference with Norwegian Prime Minister Jens Stoltenberg late Wednesday that the restraint Israel has displayed thus far in reaction to the ongoing rocket attacks from Palestinian Authority-controlled Gaza must soon end.

"Over 40 rockets landed in Israel since the ceasefire and the last one was fired as we speak," Prime Minister Olmert said. A total of seven attacks were launched Wednesday.

Islamic Jihad claimed responsibility for most of the attacks, which on Wednesday sent one person into shock and nearly slammed into a gathering of hundreds of children in Sderot. One of the rockets landed just south of the city of Ashkelon, on Israel's southern coast. A third hit a kibbutz and two others landed near the Sufa crossing. The rest fell in open areas in the western Negev.

Defense Minister Amir Peretz said during his meeting with the Prime Minister Thursday morning that the policy of not responding to the attacks must be re-examined. He pointed out that the lack of military response to the rockets has created an immunity under which the launchers are continuing to carry out the attacks. Peretz added that the terrorists are being strengthened by the policy of restraint, and said, “We cannot gamble with the security of Israel’s citizens. It is forbidden to grant immunity to those launching Kassams.”

National Infrastructure Minister Binyamin Ben-Eliezer also called for an IDF response. “Enough restraint,” he said on Israel Radio. “Israel is many things, but a suicidal state isn’t one of them. The moment a rocket squad is in the crosshairs, we can’t leave them there for a second.” The former Defense Minister added, “It’s their (the PA’s) swamp. Let them sink in it.”

National Union / National Religious Party Knesset member Zevulun Orlev charged that continuing the "hands off" policy would turn the residents of Sderot and other western Negev communities into “sitting ducks in a shooting gallery”. Orlev told Israel Radio that the government’s policy of “burying its head in the sand must stop before the next disaster.”

His fellow NU/NRP Knesset member, Aryeh Eldad also spoke with Israel Radio, and said the Kadima government had abandoned its constituents, and accused the government of “waiting for someone to be killed so it has an excuse to fulfill its obligation.”

Kadima Knesset member David Tal demanded to know how long the Prime Minister would allow the attacks to continue before taking action.

Peretz is set to meet with top defense officials Thursday night to discuss ways of dealing with the attacks.

6. Land of Israel Activists Breach Fence Around Rachel's Tomb

Making the point that defensive fences are ineffective in a most explicit way, dozens of Land of Israel activists breached a security fence around Rachel's Tomb in Bethlehem on Wednesday.

The marching activists were met by police and IDF soldiers, who attempted to prevent their entry into Bethlehem. Three women were arrested, including Yehudit Katzover, the wife of Kiryat Arba Mayor Tzvi Katzover. Nonetheless, dozens of youth made it to Rachel's Tomb by digging under the fence surrounding the site at a spot 500 meters from the main access road to the city. The digging was made possible, according to activists who spoke with Arutz Sheva, thanks to a simple diversion of the security personnel sent to stop the procession.

In addition to demonstrating what they see as the pointlessness of security fences and walls, the activists were protesting against the restrictions on Jews to move freely in Judea and Samaria, and in particular to the sanctified burial site of the Biblical matriarch Rachel. As of now, the IDF permits only armored vehicles to make the trip into Bethlehem to reach the famous tomb.

Co-chairperson of Women in Green, Nadia Matar, among the organizers of the march-protest, said on Wednesday, "Again today it was proven how stupid the fences and walls are. If, despite the huge numbers of security forces that were there, they did not manage to discover that dozens of youths were crossing the fence unimpeded, then what good is the fence altogether?"

Matar added that Land of Israel loyalists demand that the government put an end to the "policy of fences and walls" and allow all Jews to walk freely anywhere in the Land of Israel. "The time has come to put an end to the policy of armored vehicles and allow Jews to march or drive in a regular car to Rachel's Tomb, as is appropriate for Jews living in their own country," the Women in Green leader said.

Later in the evening, the three women activists were released on bail by the Jerusalem police department. The Kol Rina news service reported that the activists were beaten by the arresting officers, members of the police's special riot-control unit.

7. MK Shteinitz: Syria Must Recognize Israeli Rule in the Golan

Knesset Member Yuval Shteinitz says that Syria must recognize that Israel will not relinquish the Golan Heights, but he also asks if Syria currently has a stable peace with any of its neighbors.

In an interview broadcast on Voice of Israel Radio on Wednesday morning, MK Shteinitz (Likud) expressed his view of reports that Likud party chairman Binyamin Netanyahu said he would be willing to negotiate with Syria "under certain conditions." Shteinitz, who is a former chairman of the Knesset Foreign Affairs and Defense Committee, said:
These are the conditions. First, Syrian willingness or Syrian recognition of the Israeli presence in the Golan Heights - Israel cannot relinquish the Golan. It is the water that we drink.

...

What I require from the Syrians is recognition of the fact they will not receive the Golan Heights back, or at least willingness to compromise on this issue. As long as this does not exist, we will not relinquish the security of Israel or our water.
Beyond this, MK Shteinitz reiterated another condition laid out by Prime Minister Ehud Olmert, Vice Prime Minister Shimon Peres and MK Netanyahu, among others: that Syria cease its support of anti-Israel terrorism.

"Syria is the number one supporter of terrorism in the world," Shteinitz said, explaining that Damascus supports terrorism not only against Israel, but within the territory of all of its neighboring states.
Which of its neighbors at all has had a stable peace with Syria over the decades? Turkey, who just six years ago was on the brink of war with Syria? Lebanon, which Syrian conquered and is trying to reconquer - and they probably murdered its prime minister? Jordan, which Syrian invaded and only in the 90s, set four artillery divisions on the border? And before his death, King Hussein blamed Syria for all the terrorism in Jordan.
On the other hand, Shteinitz acknowledged the accuracy of the interviewer's observation that Syria has maintained a ceasefire agreement with Israel in the Golan Heights since the Yom Kippur War of 1973.

"That is true. Incidentally, the only place that has an agreement which Syria respects is the ceasefire agreement on the Golan," Shteinitz said, adding that "it is hard to believe that we can achieve a better peace from Syria than warlike relations that it has with Jordan or Lebanon or Turkey or even Iraq, with the former [ruler] Saddam Hussein, with ups and downs - from near unification and cooperation, to war or the brink of war and terrorist activity."

During a press conference on Wednesday with his Norwegian colleague, Jens Stoltenberg, in Jerusalem, Prime Minister Ehud Olmert said that recent talk of negotiations by Syrian officials are "false pretenses" that Israel does not accept.

"Syria continues to support terror in Iraq, is collaborating with the Iranian president and is sparing no effort to topple the government of [Fouad] Siniora [in Lebanon]," Olmert said, also noting Assad's ongoing support for the Hizbullah and Hamas terrorist organizations. He claimed that Syria has prevented progress in negotiations to obtain the release of kidnapped IDF corporal Gilad Shalit, held by Hamas.

8. Mosque Planned for Ben Gurion International Airport

Muslims will soon have a mosque of prayer at Ben Gurion International Airport, according to Israel Airports Authority (IAA) Director-General Gabi Ophir.

As part of its passenger services improvement program, said Ophir, a 20-square meter room for Muslim religious services will be built in Terminal 3, the main terminal at the airport.

Facilities for washing hands and feet prior to entering the small mosque will be provided outside the room.

“The initiative to set up the prayer room is an additional element in the efforts IAA is making in order to strengthen ties with the Arab sector,” said Ophir. He added that the new addition came in response to passenger requests that the IAA set up a Muslim prayer room.

The mosque will face the direction of Mecca, the Saudi Arabian city which serves as the capital of Islam. It will also be carpeted, and will contain copies of the Koran for use by worshippers.

Other Arabic-language passenger services recently initiated by the IAA include a new informational website as well as a special team assigned to provide Arabic-language customer support.

Yisrael Beiteinu (Israel Our Home) Knesset member Esterina Tratman expressed dismay at the project, calling it “self-destructive” and declaring that it “damages the symbols of Israel as a Jewish State.”

Tratman characterized the plan as part of a policy “to prove that we are part of the family of liberals, but at a heavy price. We honor every religion … but do the United States, France and Spain also have mosques in their airports?” she asked.

In fact, a group of Muslim clerics asked airport officials in a Midwestern city in the U.S. to set aside a private area in which they could pray.

The request followed an incident in which six Muslic clerics were removed from a US Airways flight in late November after the other passengers grew nervous watching them carry out their daily devotions in a public area of the bustling airport.

Most U.S. airports provide a non-sectarian meditation or “quiet” room in which worshippers can pray.

9. Badatz Court Condemns Jews at Holocaust Denial Conference

The Beit Din Tzedek (BaDaTz) joined other hareidi religious rabbinic courts in formally condemning an anti-Zionist group that participated in a Holocaust denial conference in Iran 10 days ago.

The Hareidi Badatz Court issued a statement saying, “We strongly denounce the participation of people calling themselves hareidi religious Jews, who joined Jew-hating gentiles … to commit an awful desecration of G-d throughout the world.”

The seven-member delegation to the two-day Iranian conference was photographed hugging and kissing President Mahmoud Ahmadinejad, who has repeatedly threatened to “wipe Israel off the map.”

The same group had attended the funeral of chief terrorist and former Palestine Liberation Organization chairman Yasser Arafat. Later documents showed that they have also been funded by Palestinian Authority terrorist organizations.

Chief Ashkenazi Rabbi Yona Metzger called for a cherem (excommunication from the Jewish community) of the group last week. He was quickly joined by the leadership of the Eida Haredit, an anti-Zionist Jerusalem-based council of Hassidic courts and other hareidi religious groups, including the Neturei Karta, that was equally harsh in its response to the group’s actions.

In a sharply-worded editorial published Thursday, the Ha’Eida newspaper said, “That tiny group of wierdos is liable to incite hatred against hareidim.”

Editor Shmuel Popenheim wrote in his article, “Those people’s distorted anti-Zionist zealotry, which is sanctified in their eyes above and beyond the opinion of our Torah sages, brought them to that conference.”

The Satmar Chassidic sect also quickly distanced itself from the group, which according to the Haaretz news service was comprised of American and West European members of the virulently anti-Zionist Neturei Karta and Satmar Chassidic groups.

The Satmar Chassidic Court issued a statement last Thursday calling on Jews “to keep away from them and condemn their actions,” an order tantamount to placing the men in cherem, similar to the call by Rabbi Metzger on Thursday.

The participation of the Neturei Karta members at the conference organized and led by Ahmadinejad was “act of madness,” said the Satmar statement, adding that the group had “trampled on the memory of their ancestors and people. They embraced the disciplines and followers of their murderers."

Israel Hirsch, one of the Neturei Karta participants of the conference, said his group “shares a common platform with Ahmadinejad when it comes to the so-called myth the Zionist movement created around the Holocaust.” A resident of Jerusalem’s Mea She'arim neighborhood, he said he "wanted to make it clear in Tehran that Zionism uses the Holocaust as an excuse for the existence of the Zionist state in the Land of Israel.”

Hirsch went on to say that the Iranian claim is logical. “They aren’t saying that there wasn’t a Holocaust,” he insisted. “But who perpetrated the Holocaust? The Nazis, the Germans. So they should at least pay compensation to the Jewish nation and establish a Jewish state within Germany and not within the land of Israel, which belongs to the Palestinians.”

This same group kissed and hugged Ahmadinejad when he appeared in New York to attend the opening of the United Nations General Assembly in September. They also exhorted Jews to pray for a Hizbullah victory during the second war with Lebanon after two IDF reservists were captured by the terror organization in a cross-border raid this summer.

The ruling was signed by Badatz chairman Rabbi Tuvia Weiss and other rabbinic judges and distributed in Jerusalem on Wednesday.
